Two Criteria That Decide Which Flour You Need
Swap the flour in a recipe and the result can change completely: one bag leaves the dough stretchy and well-risen, another leaves it crumbly and flat. Two variables drive that difference — protein content and milling grade.
Protein content determines how strong a gluten network the flour can build, which shapes chewiness and gas retention during proofing. Milling grade determines how much of the bran and germ stay in the flour, which shapes color, flavor, and how much water the flour needs.
Matching Flour to Dough by Protein Band
In the standard American classification, cake flour runs about 8-10% protein, pastry flour 9-10%, all-purpose flour 9-12%, and bread flour 10-13%. That band maps directly onto use: bread flour's strong gluten network traps the gas produced during long fermentation, giving loaves volume and chew. All-purpose flour is a working compromise for recipes that need some rise and some structure — cookies, home-style bread, some cakes. Pastry flour's weak gluten lets laminated dough like pie crust or phyllo roll thin without springing back, and stay crisp rather than tough once baked. Cake flour, the weakest of the four, keeps cake crumb light and tender; high protein here turns rubbery.
Whole Wheat, Semolina, and Rye
Whole wheat flour keeps the bran and germ that refined flour strips out, which darkens it, sharpens its flavor, and — because bran physically cuts the gluten strands — makes loaves denser than those baked with white flour; it typically needs more water and is often blended with white flour rather than used alone.
Semolina, milled from hard durum wheat, actually out-proteins standard bread flour at roughly 13g per 100g, giving it the firm, chewy bite that makes it the standard for pasta and couscous, and a component in dishes from gnocchi alla romana to halva.
Rye flour is high in gliadin but low in glutenin, so it can't build as strong a gluten network as wheat, but its rich soluble fiber holds water differently — the result is the dense, moist, long-keeping crumb of pumpernickel and Scandinavian rye crispbread.
Corn Flour and Starch: Working Without Gluten
Corn flour, ground from dried maize, contains no gluten-forming proteins at all, so on its own it produces a crumbly rather than stretchy dough — it needs baking powder or another leavener, or a partner grain, to rise. Nixtamalized corn flour (masa harina) is the base for tortillas and tamales; untreated corn flour goes into cornbread and arepas.
Starch, usually corn starch, is gluten-free too, but it isn't used to build dough — it's a thickener, its long chains unraveling and tangling when heated to thicken soups, sauces, and custards. Blended in small amounts with wheat flour, it dilutes the total protein content, which is a practical stand-in when cake flour isn't on hand.
Water Absorption, Resting, and Sifting
Flour with more protein or more bran both absorb more water than plain refined white flour — protein for the gluten network, bran for its fiber — so swapping flours in a recipe usually means adjusting the liquid too. Letting dough rest lets the gluten network relax and the flour fully hydrate, which is especially useful with bread and all-purpose flour before shaping. Sifting serves a different purpose: it breaks up clumps, blends dry ingredients evenly, and aerates cake and pastry flour for a lighter crumb.
If You Can Only Keep One Bag
For a single all-purpose bag in the pantry, the mid-protein compromise handles the widest range of recipes reasonably well without excelling at any one of them. A real loaf still rises better with bread flour, a real pie crust rolls thinner with pastry flour, and a real sponge cake stays lighter with cake flour — but if there's room for only one bag, all-purpose is the one that covers the most ground.
